Alejandro Ruiz Pardo

Alejandro focuses his practice on advising clients in Colombia and abroad in contract management and dispute resolution arising from public contracts. Alejandro has extensive experience in the structuring and financing of rail, road, social, and energy infrastructure projects under PPP models. Additionally, he has supported public and private entities in procurement processes for the development of infrastructure projects.

Before joining Rincón Castro, Alejandro worked at leading firms in public law, project structuring, and infrastructure project financing.

PROFESSIONAL EXPERIENCE

  • Represents a concessionaire in a domestic arbitration dispute under the rules of the Bogotá Chamber of Commerce against the contractor.
  • Advises the Consorcio Vial de Soacha on contract management for the execution of the contract signed with the Regional Railway Company for the rehabilitation of the TransMilenio roadway.
  • Advises concessionaires on their contract management across first, fourth, and fifth-generation concessions groups.
  • Advised a state-owned entity on structuring a commuter train project in one of Colombia’s major cities.*
  • Advised three foreign companies in the public bidding process for the second line of the Bogotá metro.*
  • Assisted a state-owned entity in the selection process for the supervisory contract for the construction of the Line 80 metro project in Medellín.*
  • Advised a state-owned entity on structuring a PPP to build a level 4 hospital under the “bata gris” model in the department of Cundinamarca.*
  • Advised a state-owned entity on defining a framework for implementing a transport mode integration project in Bogotá.*
  • Structured contracts to enable a French company to finance and develop photovoltaic projects in Colombia.*
  • Structured the EPC contract for the financing of two road infrastructure projects under the fifth-generation concessions group.*
  • Advised a foreign investment fund on reviewing contractual documents for the purchase of shares in a concessionaire executing a social infrastructure project.*
