César has experience in dispute resolution mechanisms representing both sovereign and corporate clients in commercial and treaty-based arbitrations. His practice and advisory expertise include cases involving complex contractual structures, the real estate industry, energy regulation, infrastructure, and issues pertaining to public international law, international investment law, and Colombian administrative law.
César has participated in arbitrations administered by the main international and Colombian arbitration courts, as well as in litigation before the administrative and constitutional judiciary. Before joining Rincón Castro Abogados, he worked in dispute resolution at an international law firm.

PROFESSIONAL EXPERIENCE
- Represents the concessionaire of a 4G highway public-private partnership concession contract in an international arbitration under the International Centre for Dispute Resolution (ICDR) Rules against Colombia’s National Infrastructure Agency.
- Represents a trust attached to a public entity in Colombia that sponsors infrastructure projects in an international arbitration under the Rules of the Bogotá Chamber of Commerce against a foreign constructor to resolve disputes arising out of the execution of contracts for the construction of educational institutions in Colombia.
- Represents a public entity in Colombia in an international arbitration under the rules of the International Centre for Dispute Resolution (ICDR) against a foreign constructor to resolve disputes arising from the execution of a contract for the construction of a wastewater treatment plant.
- Represents a commercial corporation in annulment proceedings against administrative regulatory acts before the Contentious Administrative Courts and constitutional actions for the substantial and lasting preservation of the energy sector in Colombia.
